Neil Pakey is the Chief Executive Officer at Nieuport Aviation. He has served as the CEO of the Shannon Airport Group, the CEO of Peel Airports Group, as Managing Director of Liverpool John Lennon Airport and Head of Marketing for Manchester Airport plc. Neil was the Senior VP Network Marketing at the Vantage Airports Group. Neil was a National Expert to the European Commission’s Air Transport Policy Division for three years, working on air transport liberalization and regional airport access. Neil also currently chairs RABA, the UK’s Regional and Business Airports Group. Neil holds a Master of Science in Transport Planning and Management from the University of Westminster and is a Fellow of the Chartered Institute of Marketing. Neil was awarded an Honorary Fellowship from the University of Central Lancashire for services to Tourism and was named the IOD Director of the Year for Merseyside in 2007.

Doug Smith
Doug is Nieuport Aviation’s Chief Financial Officer with over thirty-five years of work experience in strategic planning, corporate finance, mergers, acquisitions and divestitures and risk management. He was previously a Consulting Partner at a major accounting firm and Chief Financial Officer at major companies in the general contracting, engineering and paving and aggregate businesses. Doug has a HBA from the Ivey Business School and is a CPA, CA and CMC.
Commercial Director
Jason Attard
Jason Attard is the Commercial Director at Nieuport Aviation and has overall accountability for all commercial activities of the passenger terminal, with a focus on generating revenue growth opportunities through new commercial initiatives and managing existing relationships. Jason has over 20 years of diverse experience in business development, marketing, project management and strategic planning, including a five-year airport business development assignment representing a major consortium partner at their Malta International Airport investment during its privatization transition. Jason has worked on airport projects in North America and Europe including several projects for Vienna International Airport. Adept at stakeholder management involving cross-cultural, government and private industry interests, Jason also brings with him experience in air service development (both passenger and cargo), destination marketing, airport land development, as well as an understanding in retail/food and beverage operations from both a planning and day-to-day management perspective. Jason is a graduate of the University of British Columbia Sauder School of Business.
Director, Public Affairs
Scott Brownrigg
As the Director, Public Affairs at Nieuport Aviation, Scott is responsible for advancing strategic public affairs initiatives and planning in conjunction with the Billy Bishop Toronto City Airport community, stakeholder groups and government partners.
Scott has more than 25 years of public affairs leadership experience in media, government, corporate communications and stakeholder relations. Scott served as a Senior Advisor at a national strategic relations firm and as the Director of Public Affairs at the Toronto Region Board of Trade where the growth of passenger service at Toronto City Airport was prominently featured.
Prior to this, Scott worked on Parliament Hill as a Senior Advisor to a former Prime Minister-designate and served at Queen’s Park as the Director of Communications to a former Ontario Minister of Finance. For several years, Scott was a broadcast journalist working in a Toronto national newsroom before covering regional news at a local Vancouver station.

Ian Woods
Ian is responsible for the long-term planning of all terminal facilities and the overall operation of the terminal. Ian completed a 35-year career at the Greater Toronto Airports Authority, during which he held a variety of increasingly senior roles in the operations, planning, commercial and strategy functions. Ian was instrumental in the planning and development of Terminal One and in a number of major redevelopment efforts at Terminal Three at Toronto – Pearson. On the commercial/strategy front, Ian led the development of the GTAA’s ‘Global Hub’ strategy, associated route development activities and the commercial negotiations leading to the 10-year rates and charges agreement with Air Canada. Prior to joining Nieuport Aviation, Ian worked as an associate for a number of large aviation consulting firms.

Michael Stern
Michael responsible for overseeing the legal and corporate requirements of the business. Michael’s legal career spans all aspects of business, ranging from developing major P3 infrastructure projects across Canada to leading one of Canada’s largest renewable energy manufacturers. In the process, Michael has helped organisations from around the world navigate through M&A, finance, regulatory and other commercial matters. Michael is a member of the Law Society of Ontario and the Barreau du Québec.
Director of Terminal Operations
Kim Clarke
Kim is responsible for the day-to-day operation of our terminal, working with our airline partners, Ports Toronto and various stakeholders. Kim brings almost 29 years of aviation experience from the airline and airport world, having worked at Delta Air Lines for over 20 years at the Toronto Station where she retired as Station Manager in 2011. Kim also worked several years at the Greater Toronto Airports Authority in a variety of leadership positions, and has been with Nieuport since 2015.
General Manager – Safety and Security
David Henfrey
Dave manages the passenger terminal’s Emergency Management and Safety Programs which include the prevention, mitigation, preparedness, response and recovery activities in coordination with Billy Bishop Toronto City Airport. Dave is an accomplished Emergency Management and Safety professional with twenty-five years’ experience, including 19 years at GTAA in management roles in emergency management and operations. He served in security operations with the Royal Canadian Mounted Police, and in-flight operations and paramedic roles with the Ontario Ministry of Health. In 2016, Dave graduated from Royal Roads University with a Master of Arts in Disaster and Emergency Management. He also graduated from Seneca College’s Aeromedical Patient Care Program, and was certified as an Emergency Medical Technician/Technology Paramedic from Humber College. Dave was the recipient of the 2010 GTAA Fire Service Safety award for outstanding contribution to Life Safety.
Manager, Terminal Planning
Etret Mohammad
Etret is responsible for forecasting and capacity planning, strategic planning, operational readiness support for the passenger terminal. She brings over 15 years of international airport development experience including modeling work that provides detailed insight into seamless ‘end-to-end’ passenger flow experience and airlines hub strategy. She has held lead roles at Arup, Abu Dhabi Airports Company, and Dubai Airport serving as an airport planner, analyst and operations research. Etret has a Masters in Industrial Engineering from Ryerson University, is a member of the Professional Engineers of Ontario, and is designated as a certified instructor by the International Civil Aviation Organization.
Manager, Contracts and Supply Chain
Zaina Alhillou
Zaina is responsible for overseeing terminal engineering projects from feasibility through to conception, implementation, and project close out, and manages all procurement activities for Nieuport Aviation. As an engineer for eight years, Zaina is LEED certified and a member of the Professional Engineers of Ontario. She has specialized in aviation environments as well as large engineering projects across Ontario, and has two bachelor degrees in civil engineering and biological sciences.
Project Manager, Capital Projects and Facilities Management
Sukhvir S. Mavi
Mavi manages infrastructure projects for the Airport Terminal, and supports the daily operations and maintenance of the facility. Along with having a certified license as a commercial pilot, Mavi was the 2019 recipient of WING’s Top 20 Under 40 program sponsored by the Seneca School of Aviation, which recognizes inspiring young leaders influencing the direction of Canadian aviation and aerospace. He also won several awards at Georgian College, including the Lloyd Skeen Memorial Award for academic merit and leadership in the aviation management program. Mavi has a Bachelor of Science specializing in aviation from the University of Petroleum and Energy Studies (UPES), and graduated from Georgian College with an advanced diploma in Aviation/Airway Management. He is fluent in Hindi, Punjabi and English.

Nadia Dzula
As the Office and Events Manager, Nadia is responsible for overseeing the day-to-day administrative requirements of the business as well as delivering events that improve the passenger experience and support the local community. Nadia brings over 8 years of diverse work experience across the globe in event management, sales and marketing, having worked for The Airport Agency and Proof Experiences, delivering events and conferences from international route development forums to board meetings. Nadia is a graduate from the University of Manchester (UK) and speaks 3 languages.

Katie Battiston
As Manager of Finance, Katie is responsible for financial planning and analysis, financial reporting, oversight of accounts payable and receivables, financial controls, and supporting the Chief Financial Officer with key initiatives. She brings over 11 years of work experience in both the public and private sectors having worked at the Hospital for Sick Children and a major accounting firm both locally and abroad. Katie graduated from the University of Western Ontario with a Bachelor’s degree in Management and Organizational Studies and is a CPA, CA.

Nishant Rao
As the Manager of Analysis and Aviation Business Development, Nishant is responsible for supporting Nieuport’s overall air service development strategy through analytics and business intelligence initiatives. Nishant brings over 9 years of diverse work experience in public and private sector, having worked for the Vancouver and Edmonton International Airports, and with the Ontario and Federal Government in various economic development roles. Nishant is a graduate of the University of British Columbia in Economics with a certificate in Economic Development.

Mini Chhabaria
As the Human Resources Business Partner, Mini is responsible for developing and overseeing various HR requirements within the business. Mini brings in over 5 years of diverse work experience across the globe in Human Resources. She most recently worked with Amazon and Randstad prior to joining the Nieuport Aviation team. Mini graduated from Centennial College with a Post-Graduate certificate in Human Resource Management and is a certified Human Resource Professional of Ontario (CHRP).
Manager, Engineering
Kirsten Bremer
Kirsten is responsible for engineering related design and development approvals, project timelines, cost estimates, budgets and delivery of projects. She also assists the Director, Construction and Facilities Management with project and facility related governance documents and systems delivery. Although formally trained in design, Kirsten has a passion for construction and project management with a special interest in aviation. Kirsten brings over 5 years of experience from the Calgary International Airport as a project manager of airside and terminal design and construction projects for the Authority. Kirsten holds both a Bachelor of Environmental Design Studies and a Master’s in Architecture from Dalhousie University. She is also registered as an Intern Architect with the Alberta Association of Architects.

Fahmid Islam
Fahmid is responsible for the delivery of Engineering and Construction projects for Nieuport Aviation. Fahmid brings over 5 years of experience working at the largest Canadian engineering design consultancy firm as an airport engineer. He has carried out detailed engineering designs for runways, aprons, and taxiways for airports throughout Canada. He also has extensive experience with airside planning, pavement management systems, construction methodologies, and onsite construction supervision. Fahmid graduated as a Civil Engineer from the University of British Columbia and is now pursuing his MBA at the Rotman School of Business.

Kavita Nagar
Kavita is responsible for the efficient operation of the Toronto City Airport terminal for passengers and stakeholders, with involvement in many projects for Terminal Operations, routine facility management and terminal event management. Kavita is an aviation professional with more than 14 years of operations and customer service experience, having served in roles with ASP Incorporated, Toronto Pearson Airport, Singapore Airlines, Malaysian Airlines, Kuwait Airways, Emirates, Air Arabia and Qatar Airways. Kavita has a bachelor’s degree in Information Technology from Manipal University, a specialized bachelor’s degree in Psychology from Gujarat University, and an advanced diploma in software engineering from APTECH institute. She was awarded by Singapore Airlines for Best Customer Service at the Ahmedabad station, Fastest Member Service Agent from Qatar Contact Centre, and she received the On-Time Performance Award as a Station Manager from Emirates Airline.

As a Senior Financial Analyst, Apoorva is responsible for supporting overall corporate finance initiatives, financial planning and analysis, financial reporting, and supporting the CFO’s office. She brings over 4 years of experience across Assurance, Mergers & Acquisitions and FP&A roles in private sector. She spent over 3 years with a global accounting firm and recently did short co-op stints with a top Canadian bank and a Canadian Pension Fund. Apoorva completed her Master’s in Business Administration (MBA) from Rotman School of Management, University of Toronto and is a Certified Chartered Accountant.

As the Digital Marketing Coordinator for Nieuport Aviation, Mike is responsible for digital marketing strategy, content creation, website management, event media, and database management. Mike holds an undergraduate degree from Western University in Science, along with a Marketing post-graduate certificate from the Humber School of Business. After graduating from Western, Mike took some time off to travel and developed a passion for photography, videography and content creation. He is a tech-savvy millennial with a creative mind, and brings a fresh marketing perspective to the Nieuport Aviation team.

As the Terminal Operations Coordinator, Emilie is responsible for the efficient operation of the Airport Terminal for passengers and stakeholders, with involvement in many projects for Terminal Operations, routine facility management and terminal event management. Emilie has an advanced diploma in Aviation Safety and Operations from Seneca College, and is currently pursuing her Masters in Aviation Management at Griffith University.
